Quest "We need friends" cannot be finished [Archive]

Hi,
I have issue with quest chain "Bunny assistant". The part of quest "we need friends" cannot be finished. I tried:

1. Create all sources of settlers in provision house
2. Add settlers from star
3. Buff mayor house and wait for settlers to arrive

Is it bug or "feature"?

And what shall we choose from the formular? The "harassment" or "cheating and hacking"? .. To get the issue to the right committee...
